ROME, ITALY / RankWire.AI / – Italy has committed €1.55 billion to fund 59 water infrastructure initiatives across 17 regions under its national recovery plan. The Ministry of Infrastructure and Transport completed this allocation in less than four months. The funds will go toward aqueducts, water networks, and related facilities designed to boost efficiency, safety, and dependability. This package increases investment in a sector under ongoing pressure from water losses, droughts, and infrastructure upgrades across the country.

Southern Italy will benefit from around €830 million, which makes up 53% of the total funds. This exceeds the 40% minimum share allocated to southern regions in the recovery plan. Beneficiaries will also contribute approximately €683 million in additional financing alongside public funds. Together, these resources bring the total investment triggered by the program to over €2.2 billion. The projects aim to enhance water management and reinforce infrastructure serving communities and economic activities.
Funding is provided through SFNIISSI, Italy’s national financing tool for infrastructure investment and water sector security. The government set up this instrument in February 2026 under the country’s PNRR recovery framework. Invitalia manages applications, grant distribution, and monitoring under an agreement signed in April. The fund initially included €1 billion from NextGenerationEU resources. In August, the government added €576 million for water projects as part of a broader revision of recovery-plan spending.
Focus on efficiency, safety, and reducing water losses
The water fund supports companies and public entities managing water resources across Italy. Grants can cover up to 90% of eligible costs for efficiency upgrades and safety improvements. Projects that use digital technology to cut water losses can receive up to 85% support. Applications opened on May 6 and closed on June 8 after officials extended the original deadline. The program prioritizes infrastructure that improves water use, network performance, and system resilience.
The fund was structured to support projects already identified within national water planning and other priority works. Resources allocated include funding for aqueducts, distribution networks, and systems aimed at improving water supply security. Distribution was finalized after evaluating applications submitted during the spring funding window. Beneficiary financing increases the overall investment beyond public funds alone. The total package, exceeding €2.2 billion, combines government funding and project-level co-financing.
Building on Previous PNRR Water Projects
This latest funding follows earlier PNRR investments in primary water infrastructure. By July, Italy had completed 48 water systems under another recovery-plan measure, surpassing the target of 45. Of those, 37 were classified as complex systems. Authorities also reported the completion of 79 individual interventions carried out by 52 implementing bodies. About €1 billion in PNRR resources financed 124 projects involving reservoirs and water-supply systems for drinking water, irrigation, and mixed uses across the country.
Of the 48 systems finished by July, 25 mainly serve irrigation, 20 are for drinking water, and three have mixed purposes. Italy has programmed and funded over €6 billion in water-sector projects through its broader infrastructure framework. The new €1.55 billion allocation adds another 59 projects to this national effort. With all resources now allocated, the program shifts from application and award stages to the implementation phase of approved water infrastructure initiatives.
